Cause

GitHub shut down v3 of actions/upload-artifact and actions/download-artifact on github.com on 2025-01-30 (announced 2024-04-16, brownouts in January 2025). Any job that resolves a v3 reference, including one buried inside a third-party or composite action's action.yml, is failed. GitHub Enterprise Server is not affected.

Verify

Re-run the workflow; the job starts and the upload step logs an artifact ID and URL.
