## Symptom
A GitHub Actions job fails before any step runs, with:

Sometimes your own workflow files only reference v4, but the job still fails.

## Cause
GitHub shut down v3 of `actions/upload-artifact` and `actions/download-artifact` on github.com on **2025-01-30** (announced 2024-04-16, brownouts in January 2025). Any job that resolves a v3 reference, including one buried inside a third-party or composite action's `action.yml`, is failed. GitHub Enterprise Server is not affected.

## Fix
Bump every reference to v4 or later:

Find them: `grep -rn 'upload-artifact@v3\|download-artifact@v3' .github`. Note v4 has breaking changes (immutable artifacts, unique names, hidden files excluded); see the related entries.

## Verify
Re-run the workflow; the job starts and the upload step logs an artifact ID and URL.
