macos-13 runner label retired 2025-12-04; macos-latest is arm64, so use macos-15-intel for x86_64 jobs
# before
runs-on: macos-13
# after: architecture-agnostic
runs-on: macos-15 # arm64
# after: you need Intel
runs-on: macos-15-intel # x86_64, new label
Larger runners: macos-15-large / macos-latest-large (Intel), macos-15-xlarge (arm64).
Symptom
Matrix jobs with runs-on: macos-13 never start or fail. Swapping in macos-latest silently changes the build architecture from x86_64 to arm64, so Intel wheels/binaries disappear from releases.
Cause
GitHub retired the macOS 13 runner image (labels macos-13, macos-13-large, macos-13-xlarge) by 2025-12-04, after brownouts in November 2025. macos-13 was the last standard free Intel macOS label. macos-latest is arm64. GitHub says it will stop supporting x86_64 on macOS after the macOS 15 image retires in fall 2027.
Verify
Add - run: uname -m and check for x86_64 on the Intel leg and arm64 elsewhere.
