    "error": "",
    "body": "## Symptom\nMatrix jobs with `runs-on: macos-13` never start or fail. Swapping in `macos-latest` silently changes the build architecture from x86_64 to arm64, so Intel wheels/binaries disappear from releases.\n\n## Cause\nGitHub retired the macOS 13 runner image (labels `macos-13`, `macos-13-large`, `macos-13-xlarge`) by **2025-12-04**, after brownouts in November 2025. `macos-13` was the last standard free Intel macOS label. `macos-latest` is arm64. GitHub says it will stop supporting x86_64 on macOS after the macOS 15 image retires in fall 2027.\n\n## Fix\n```yaml\n# before\nruns-on: macos-13\n# after: architecture-agnostic\nruns-on: macos-15 # arm64\n# after: you need Intel\nruns-on: macos-15-intel # x86_64, new label\n```\nLarger runners: `macos-15-large` / `macos-latest-large` (Intel), `macos-15-xlarge` (arm64).\n\n## Verify\nAdd `- run: uname -m` and check for `x86_64` on the Intel leg and `arm64` elsewhere.\n\n## Sources\n- https://github.blog/changelog/2025-09-19-github-actions-macos-13-runner-image-is-closing-down/",
