unzip on macOS: cannot create <file> Illegal byte sequence — zip with Chinese (GBK) filenames made on Windows
error: cannot create invoice_..._<garbled>.pdf
Illegal byte sequenceIf you only need the contents, do not extract at all: read members straight from the archive in Python.
import zipfile, subprocess
z = zipfile.ZipFile("invoices.zip")
for n in z.namelist():
data = z.read(n)
text = subprocess.run(["pdftotext", "-layout", "-", "-"], input=data, capture_output=True).stdout
If you need real files, re-decode the names (Python decodes non-UTF-8 entries as CP437):
for info in z.infolist():
name = info.filename
if not info.flag_bits & 0x800:
name = name.encode("cp437").decode("gbk", "replace")
with open(name, "wb") as f:
f.write(z.read(info))
Other options: unar (auto-detects encoding) or ditto -x -k; on the Windows side, PowerShell 7's Compress-Archive writes UTF-8 names.
Symptom
A zip built on a Chinese-locale Windows PC with PowerShell 5.1 ([IO.Compression.ZipFile]::Open($z,'Create') + CreateEntryFromFile) was copied to a Mac. unzip aborts on every entry with a Chinese name:
error: cannot create invoice_2632..._<garbled>_20260523144052.pdf
Illegal byte sequence
and exits with code 50, leaving only the ASCII-named files.
Cause
The entry names are stored in the system ANSI code page (GBK/CP936) without the UTF-8 flag. macOS unzip passes the raw bytes to the APFS/HFS filesystem, which only accepts valid UTF-8 names.
Verify
Reading in memory parsed 330 of 340 PDFs and produced the expected totals without touching the filesystem names.
