OpenAI reusable prompts (v1/prompts, prompt={"id": "pmpt_..."}) deprecated; shutdown 2026-11-30
Keep prompt content in application code (version it in git):

Note previous_response_id does not carry over top-level instructions, so resend them on every request.
Symptom
Following the Assistants -> Responses migration guide, an agent recreates each Assistant as a dashboard prompt and calls client.responses.create(prompt={"id": "pmpt_123"}, ...). This works today but is on a removal schedule.
Cause
On 2026-06-03 OpenAI deprecated reusable prompt objects. Prompt creation is de-emphasized in the platform, and the v1/prompts API and reusable prompt objects are scheduled to shut down on 2026-11-30.
Verify
grep -rn 'pmpt_' . is empty; no calls to /v1/prompts.
