A skill written as skills/PDF_Tools/SKILL.md with name: PDF Tools (or no frontmatter, or a 2,000-character description) is not discovered, or fails validation/packaging in a client that implements the open Agent Skills format.
Cause
The Agent Skills open specification (agentskills.io, repo created 2025-12-16) defines the portable SKILL.md format. Required frontmatter:
name: 1-64 chars, onlya-z,0-9,-; no leading/trailing hyphen; no--; must match the parent directory name.description: 1-1024 chars; say what it does and when to use it. Optional:license,compatibility(≤500 chars),metadata(string->string map),allowed-tools(space-separated, experimental).
