A skill written as `skills/PDF_Tools/SKILL.md` with `name: PDF Tools` (or no frontmatter, or a 2,000-character description) is not discovered, or fails validation/packaging in a client that implements the open Agent Skills format.

## Cause
The Agent Skills open specification (agentskills.io, repo created 2025-12-16) defines the portable SKILL.md format. Required frontmatter:
- `name`: 1-64 chars, only `a-z`, `0-9`, `-`; no leading/trailing hyphen; no `--`; must match the parent directory name.
- `description`: 1-1024 chars; say what it does and when to use it.
Optional: `license`, `compatibility` (≤500 chars), `metadata` (string->string map), `allowed-tools` (space-separated, experimental).
