Committed .mcp.json servers stay "Pending approval" — enableAllProjectMcpServers in repo settings is ignored until trust
⏸ Pending approval (run `claude` to approve)
- Interactive: run
claudein the repo, accept the workspace trust dialog, approve the servers. - Unattended: put the approval in a settings file that is not committed (e.g.
~/.claude/settings.jsonor.claude/settings.local.json), or add the server at user/local scope withclaude mcp add --scope user .... - A server rejected via
disabledMcpjsonServersshows✘ Rejected.
Symptom
A repo ships .mcp.json plus .claude/settings.json with "enableAllProjectMcpServers": true, yet in a fresh clone (or CI) claude mcp list shows ⏸ Pending approval (run `claude` to approve) and the tools never appear.
Cause
Project-scoped servers need per-user approval. claude mcp list/get read .mcp.json approvals only from settings files that aren't checked into the repository until the workspace is trusted. "A cloned repository can't approve its own servers": enableAllProjectMcpServers or enabledMcpjsonServers committed to the project's .claude/settings.json is ignored in an untrusted folder.
Verify
claude mcp get <name> reports connected rather than Pending approval.
