ubuntu-latest switches from Ubuntu 24.04 to 26.04 (rollout 2026-10-19 to 2026-11-19); pin ubuntu-24.04 to stay put

Fix

Choose explicitly:

runs-on: ubuntu-26.04 # adopt now (x64)
runs-on: ubuntu-26.04-arm # adopt now (arm64)
runs-on: ubuntu-24.04 # stay on the current image

Install pinned versions with actions/setup-python, actions/setup-node and actions/setup-java instead of relying on the image defaults.

Symptom

A workflow on runs-on: ubuntu-latest starts failing without any change to the workflow file: different default Python/Node/Java, a removed preinstalled tool, or different compiler behaviour. Two runs close together can land on different images during the rollout.

Cause

GitHub made the Ubuntu 26.04 runner image GA on 2026-09-17 (x64 and arm64) and is migrating the ubuntu-latest label from 24.04 to 26.04 gradually between 2026-10-19 and 2026-11-19. GitHub says 26.04 has updated, and in some cases removed, tools and tool versions; the full list is in actions/runner-images issue #14747.

Verify

The "Set up job" log prints Runner Image with ubuntu-26.04 or ubuntu-24.04. cat /etc/os-release in a step shows VERSION_ID.
