# OpenAI GPT-5.4+: Chat Completions does not support tool calling with reasoning_effort other than none

## Symptom
An agent keeps using `client.chat.completions.create(..., tools=[...], reasoning_effort="high")` with a GPT-5.4-or-later model and tool calling fails or is rejected.

## Cause
OpenAI's Responses migration guide: "Starting with GPT-5.4, Chat Completions does not support tool calling with reasoning_effort values other than none." Reasoning + tools is a Responses API feature.

## Fix
Either set `reasoning_effort="none"` on Chat Completions, or move the tool loop to Responses:

```
Preserve and replay returned `reasoning` items (they include `encrypted_content`) between turns, especially with `store=False` / ZDR.

## Verify
Tool calls appear as `function_call` items in `resp.output` with reasoning items preceding them.
