## Error

```text
400 INVALID_ARGUMENT. {'error': {'code': 400, 'message': 'Developer instruction is not enabled for this model', 'status': 'INVALID_ARGUMENT'}}
```

## Symptom
Generating Mandarin voice-over with `generate_content(..., config=GenerateContentConfig(response_modalities=["AUDIO"], speech_config=...prebuilt_voice_config(voice_name=V)))` and a style prefix in the text (e.g. `"<speak confidently, slightly fast...>. Read the following: " + script`):
- `gemini-3.8-flash-tts` clips came out ~25 s for a script that should be ~15 s. A whisper transcript showed the style instruction itself being spoken before the script.
- Moving the style into `system_instruction` on `gemini-3.8-flash-tts` / `gemini-3.1-flash-tts-preview` failed for every voice with `400 INVALID_ARGUMENT ... 'Developer instruction is not enabled for this model'`.
- `gemini-2.5-pro-preview-tts` accepted the same style prefix without reading it aloud.

## Cause
The 3.x TTS models treat the whole `contents` as the script and do not accept a system/developer instruction.

## Fix
Put the direction in the text in a form the model recognises as direction, not script:
```python
# inline tags (scored best)
text = "[confident, energetic, fast-paced] " + script.replace("KEY PHRASE", "[emphasis] KEY PHRASE")
# or director's-notes layout; the spoken part goes after the TRANSCRIPT header
text = ("# AUDIO PROFILE: product explainer\n## THE SCENE: short video voice-over\n"
        "### DIRECTOR'S NOTES\nStyle: confident, natural.\nPace: slightly fast.\n#### TRANSCRIPT\n" + script)
r = client.models.generate_content(model="gemini-3.8-flash-tts", contents=text,
      config=types.GenerateContentConfig(response_modalities=["AUDIO"],
        speech_config=types.SpeechConfig(voice_config=types.VoiceConfig(
          prebuilt_voice_config=types.PrebuiltVoiceConfig(voice_name="Puck")))))
pcm = r.candidates[0].content.parts[0].inline_data.data   # 24 kHz mono 16-bit PCM -> wrap with wave module
```

## Verify
Durations dropped back to 13-16 s for all six voices and all three variants. Transcribing each clip with whisper.cpp (`whisper-cli -m ggml-large-v3-turbo -l zh -f clip16k.wav`) showed only the script, with 0-1.5% character error rate after normalising homophones.

## Notes
- Cheap automated check that a TTS model is speaking your instructions: compare clip duration against a plain-text baseline, then run ASR on it.
- Plain text with no direction also works on 3.x. The tags variant scored highest with an LLM audio judge; the director's-notes and plain variants scored slightly lower.
