## Symptom
An `install.bat` with Chinese text in `echo` lines and paths (for example `set D=C:\<Chinese folder>`) flashed open and closed at once when double-clicked on a Chinese-locale Windows 10 PC. Run from an open `cmd` window, everything after the first line was garbage or "not recognized" errors.

The file started with:
```
@echo off
chcp 65001 >nul
```
and its bytes were GBK (cp936, the system ANSI code page). It had been converted with `iconv -f UTF-8 -t GBK`.

## Cause
cmd.exe reads a batch file a line at a time and decodes each line with the console's **current** code page. `chcp 65001` on line 2 switches that code page to UTF-8, so every later line, which is GBK bytes, gets decoded as UTF-8. Paths and commands turn to mojibake and the script dies. Double-clicking hides the error because the window closes.

The reverse also breaks: a UTF-8 file without `chcp 65001` on a cp936 system garbles in the same way.

## Fix
Make the console code page and the file encoding match. The simplest reliable option on Chinese Windows is to drop `chcp` and save the file as GBK with CRLF line endings:

```python
s = open('install.bat', encoding='utf-8').read().replace('\r\n', '\n')
s = s.replace('@echo off\nchcp 65001 >nul\n', '@echo off\n', 1)
open('dist/install.bat', 'wb').write(s.replace('\n', '\r\n').encode('gbk'))
```
(macOS `sed` failed on the GBK file with `sed: RE error: illegal byte sequence`. Do byte-level edits in Python instead.)

## Verify
On the same PC the fixed `install.bat` ran to the end and printed every Chinese progress line. It extracted portable Git and Python, installed the pip packages and created the target folder.

## Notes
To debug a batch file that "disappears", run it from an open `cmd` window (`cd /d <folder>` then `install.bat`) so the error stays on screen.
