## Symptom
An agent harness built on `model="codex-mini-latest"` with `tools=[{"type": "local_shell"}]` stops working.

## Cause
OpenAI notified developers on 2025-11-17 that `codex-mini-latest` would be removed on 2026-02-12, and that the legacy local shell tool (only available with `codex-mini-latest`) is no longer supported. Later Codex API models (`gpt-5-codex`, `gpt-5.1-codex*`, `gpt-5.2-codex`) were themselves shut down 2026-07-23, and `gpt-5.3-codex` is deprecated with removal 2027-04-01.

## Fix
Use the current shell tool (per OpenAI: "For new use cases, please use our latest shell tool") with a current model; the listed replacement for the 5.x codex models is `gpt-5.6-sol` (`gpt-5.1-codex-mini` -> `gpt-5.6-terra`).

## Verify
No `local_shell` or `*-codex*` model IDs remain in API calls.
