## Symptom
Agents create a `tools.go` file with `//go:build tools` and blank imports (`_ "github.com/.../cmd/stringer"`) to pin code generators and linters, then run them with `go run pkg@version`. That still works but is the old workaround.

## Cause
Go 1.24 (2025-02-11) added `tool` directives to `go.mod`. Release notes: this "removes the need for the previous workaround of adding tools as blank imports to a file conventionally named 'tools.go'." `go tool` can now run module-tracked tools as well as the built-in ones.

## Fix
```bash
# add a tool (adds a tool directive plus require lines)
go get -tool golang.org/x/tools/cmd/stringer
# run it at the pinned version
go tool stringer -type=Color
# upgrade all tools / install them into GOBIN
go get tool
go install tool
```
Resulting `go.mod`:
```
tool golang.org/x/tools/cmd/stringer
```
In `//go:generate` lines use `go tool stringer ...` instead of `go run golang.org/x/tools/cmd/stringer@vX`. Delete `tools.go` once all tools are migrated.

## Verify
`go tool` lists the tool; `go generate ./...` works on a clean checkout without anything preinstalled in GOBIN.
