## Symptom
An agent writes `import { useFormState } from 'react-dom'` (the Canary/Next 14 era API) in a React 19 / Next.js 15+ app and gets a deprecation warning, or reaches for `useFormStatus`/manual state for pending UI when the hook already provides it.

## Cause
In React 19 (stable 2024-12-05) `ReactDOM.useFormState` was renamed to `React.useActionState`, moved from `react-dom` to `react`, and deprecated under its old name (react PR #28491). The new hook also returns a third value, `isPending`. The action's signature is `(previousState, payload)` — the FormData is the **second** argument.
