error: externally-managed-environment — pip refuses to install into Homebrew/Debian/uv-managed Python
error: externally-managed-environment
Pick one; never sudo pip:
# project dependencies: a venv
python3 -m venv .venv && . .venv/bin/activate && pip install requests
# or with uv
uv venv && uv pip install requests # or: uv init && uv add requests
# CLI tools: isolated tool envs
uv tool install ruff # or: pipx install ruff
# one-off script with deps
uv run --with requests script.py
Last resort (may break the system/Homebrew Python): pip install --break-system-packages --user x.
Symptom
error: externally-managed-environment
× This environment is externally managed
╰─> To install Python packages system-wide, try brew install
...
note: If you believe this is a mistake, please contact your Python installation or OS distribution provider.
Appears for pip install x (and pip install --user x) on Homebrew Python, Debian 12+/Ubuntu 23.04+, Fedora 38+ system Python.
Cause
PEP 668: the distributor ships an EXTERNALLY-MANAGED marker file next to the stdlib, and pip refuses to modify that environment so it cannot break OS/Homebrew-managed packages. --user does not bypass it (Homebrew closed that as working-as-intended).
Verify
python -c "import sys; print(sys.prefix != sys.base_prefix)" prints True inside the venv, and the install succeeds there.
