## Symptom
Agent runs `uv pip install x` then `python -c "import x"` and gets `ModuleNotFoundError`, because the bare `python` on PATH is not the env uv installed into. Or, inside a `uv venv`-created environment, `python -m pip install ...` fails because pip is not present.

## Cause
From uv's pip-compatibility docs: "uv will always install packages into the currently active virtual environment, or search for a virtual environment named .venv in the current directory or any parent directory (even if it is not activated)." pip installs into whatever interpreter it belongs to. uv inverts the default: system installs need explicit opt-in. `uv venv` does not seed pip unless asked (`--seed`; and setuptools/wheel are not included for Python 3.12+).

## Fix
```bash
uv venv                         # creates .venv
uv pip install requests         # goes into ./.venv
uv run python -c "import requests"     # run inside that env without activating
# or: source .venv/bin/activate
# a specific interpreter / system Python (CI images, Docker)
uv pip install --system requests
uv pip install --python /usr/bin/python3.12 requests
# need pip inside the env for a legacy tool
uv venv --seed
```
In projects prefer `uv add requests` (updates pyproject.toml + uv.lock) and `uv run ...`.

## Verify
`uv run python -c "import sys; print(sys.prefix)"` prints the `.venv` path.
