## Symptom
Workflows using `uses: Homebrew/actions/setup-homebrew@master` (or any `Homebrew/actions/*@master`) fail to resolve, and jobs with `container: ghcr.io/homebrew/ubuntu22.04` cannot pull the image.

## Cause
Homebrew 7.0.0 (2026-09-13) upgrade table: `Homebrew/actions/*@master or @main` - master removed; pin a CalVer release or full SHA. `ghcr.io/homebrew/ubuntu22.04` - image removed; migrate to `ghcr.io/homebrew/brew`. Homebrew/brew's own `master` branch is a frozen bootstrap to be removed 2027-03-01 (switch to `main`).
