## Symptom
Tests log `ReactDOMTestUtils.act is deprecated in favor of React.act...`, and other helpers from `react-dom/test-utils` (e.g. `renderIntoDocument`, `Simulate`) throw when called. `react-test-renderer/shallow` imports fail.

## Cause
React 19 (stable 2024-12-05) moved `act` from `react-dom/test-utils` to `react`. All other `test-utils` functions were removed (they error when called; exports to be removed later). `react-test-renderer/shallow` was removed, and `react-test-renderer` itself is deprecated.

## Fix
