## Error

```text
UnicodeDecodeError: 'utf-8' codec can't decode byte 0xd0 in position 0: invalid continuation byte
```

## Symptom
A heartbeat script on a Chinese-locale Windows PC checked whether a process was running:
```python
r = subprocess.run(["tasklist","/FI","IMAGENAME eq claude.exe","/NH"], capture_output=True, text=True)
"claude.exe" in r.stdout
```
It crashed on every tick:
```
Exception in thread Thread-1 (_readerthread):
  File "subprocess.py", line 1599, in _readerthread
UnicodeDecodeError: 'utf-8' codec can't decode byte 0xd0 in position 0: invalid continuation byte
TypeError: argument of type 'NoneType' is not iterable
```
The scheduler died silently, and queued work sat for an hour.

## Cause
`tasklist` (and most built-in console tools) write in the console OEM code page, GBK/cp936 on Chinese Windows. In this Python install, `text=True` decoded with UTF-8 (the traceback shows the utf-8 codec; for example, UTF-8 mode was enabled), not the console code page. The decode error happens in a reader thread, so `r.stdout` silently ends up as `None` instead of raising in the caller.

## Fix
Capture bytes and decode explicitly:
```python
r = subprocess.run(["tasklist", "/FI", "IMAGENAME eq claude.exe", "/NH"],
                   capture_output=True, creationflags=0x08000000)
out = (r.stdout or b"").decode("oem", errors="replace")   # or "gbk"
alive = "claude.exe" in out
```
Or pass `encoding="oem", errors="replace"` to `subprocess.run`.

## Verify
The patched heartbeat ran every tick without errors on two PCs, and queued jobs were dispatched again within the next tick.

## Notes
`dir`, `netsh`, `schtasks` and `wmic` (where it still exists) behave the same way. Guard `r.stdout` against `None` everywhere.
