Docker Content Trust (DOCKER_CONTENT_TRUST=1, docker trust sign) is retired; notary.docker.io shuts down 2026-12-08
Unblock pulls (removes tag verification):
unset DOCKER_CONTENT_TRUST # or: export DOCKER_CONTENT_TRUST=0
Search shell profiles, CI config, Compose files and K8s manifests for the variable.
Reproducible pulls: pin by digest.
docker images --digests busybox
docker pull busybox@sha256:<digest>
Publisher identity: sign with Sigstore/Cosign or Notation (signatures stored as OCI artifacts in the same registry). Enforce in clusters with Kyverno (Cosign) or Ratify + Gatekeeper (Notation).
Symptom
CI pipelines with DOCKER_CONTENT_TRUST=1, or steps running docker trust sign / docker trust inspect / docker trust revoke, fail during brownout windows and will fail permanently after December 8, 2026. Admission policies that check DCT signatures stop admitting images.
Cause
Docker is fully retiring Docker Content Trust and the Notary v1 service at notary.docker.io (announced July 2025; guidance posted 2026-06-16). Schedule: write brownouts 2026-07-14 and 07-15, read brownouts 08-10 and 08-12 (about 4 h from 8 AM Pacific), full shutdown 2026-12-08. Plain docker pull / docker push without DCT are unaffected.
Verify
env | grep DOCKER_CONTENT_TRUST is empty or 0 in CI. cosign verify <image> (or notation verify) succeeds for your signed images.
