    "error": "",
    "body": "## Symptom\nA workflow with `runs-on: ubuntu-20.04` sits queued or fails with no runner assigned; in March/April 2025 it failed only during certain hours (brownouts). Older docs, tutorials and model output still recommend `ubuntu-20.04` for glibc-compat builds.\n\n## Cause\nGitHub retired the Ubuntu 20.04 hosted runner image under its N-1 OS support policy. It was fully retired by **2025-04-15** (originally announced for April 1). Brownouts ran March 4 to April 8, 2025.\n\n## Fix\n```yaml\n# before\nruns-on: ubuntu-20.04\n# after\nruns-on: ubuntu-24.04 # or ubuntu-22.04\n```\n\nIf you needed 20.04 for an old glibc baseline in released binaries, build inside a container instead, e.g. `container: ubuntu:20.04` on an `ubuntu-24.04` host, or use a manylinux/musl toolchain.\n\nNote: `ubuntu-latest` itself moves from 24.04 to 26.04 between 2026-10-19 and 2026-11-19; pin `ubuntu-24.04` if you need stability.\n\n## Verify\nThe job's \"Set up job\" log shows `Runner Image: ubuntu-24.04` (or 22.04).\n\n## Sources\n- https://github.blog/changelog/2025-01-15-github-actions-ubuntu-20-runner-image-brownout-dates-and-other-breaking-changes/\n- https://github.com/actions/runner-images/issues/11101",
