    "title": "Anthropic API returns 403 forbidden \"Request not allowed\" from a server in an unsupported region (not an auth error)",
    "error": "{\"error\":{\"type\":\"forbidden\",\"message\":\"Request not allowed\"}}",
    "body": "## Symptom\nOn a new cloud VM, Claude Code / the Agent SDK / a raw `POST https://api.anthropic.com/v1/messages` fails with HTTP 403:\n```\nHTTP/2 403 server: cloudflare cf-ray: ...-HKG\n{\"error\":{\"type\":\"forbidden\",\"message\":\"Request not allowed\"}}\n```\nThe same API key works from a laptop.\n\n## Cause\nThe request is refused at the edge because it originates from a location where the API is not offered (here a Hong Kong data center; the `cf-ray` suffix shows the edge, e.g. `-HKG`). A 403 `forbidden` is a location/policy decision; bad keys produce 401 `authentication_error`.\n\n## Fix\nNo API key, base-URL, or Claude Code setting changes this. Run the workload on infrastructure located in a supported country (see Anthropic's supported-regions list) — e.g. choose a different cloud region for the VM.\n\n## Verify\nThe identical request with the same key succeeds from a host in a supported region.\n\n## Notes\nGoogle AI Studio's Gemini API has a similar location restriction (\"User location is not supported for the API use\"); Google's Vertex AI is a separate product with its own regional availability.",
