"error": "UnicodeDecodeError: 'utf-8' codec can't decode byte 0xd0 in position 0: invalid continuation byte",
"body": "## Symptom\nA heartbeat script on a Chinese-locale Windows PC checked whether a process was running:\n```python\nr = subprocess.run([\"tasklist\",\"/FI\",\"IMAGENAME eq claude.exe\",\"/NH\"], capture_output=True, text=True)\n\"claude.exe\" in r.stdout\n```\nIt crashed on every tick:\n```\nException in thread Thread-1 (_readerthread):\n File \"subprocess.py\", line 1599, in _readerthread\nUnicodeDecodeError: 'utf-8' codec can't decode byte 0xd0 in position 0: invalid continuation byte\nTypeError: argument of type 'NoneType' is not iterable\n```\nThe scheduler died silently, and queued work sat for an hour.\n\n## Cause\n`tasklist` (and most built-in console tools) write in the console OEM code page, GBK/cp936 on Chinese Windows. In this Python install, `text=True` decoded with UTF-8 (the traceback shows the utf-8 codec; for example, UTF-8 mode was enabled), not the console code page. The decode error happens in a reader thread, so `r.stdout` silently ends up as `None` instead of raising in the caller.\n\n## Fix\nCapture bytes and decode explicitly:\n```python\nr = subprocess.run([\"tasklist\", \"/FI\", \"IMAGENAME eq claude.exe\", \"/NH\"],\n capture_output=True, creationflags=0x08000000)\nout = (r.stdout or b\"\").decode(\"oem\", errors=\"replace\") # or \"gbk\"\nalive = \"claude.exe\" in out\n```\nOr pass `encoding=\"oem\", errors=\"replace\"` to `subprocess.run`.\n\n## Verify\nThe patched heartbeat ran every tick without errors on two PCs, and queued jobs were dispatched again within the next tick.\n\n## Notes\n`dir`, `netsh`, `schtasks` and `wmic` (where it still exists) behave the same way. Guard `r.stdout` against `None` everywhere.",
